Cobian reflector.ini should be stored in the Settings subdirectory of the program which shhould be writable (the permissions are set by the installer).

It seems it's the log file class which is crashing. Try using the Repair permissions tool to see if this solves the issue,

Is the server Filezilla perhaps. If so there are some problems with it. I will be adding a FTP client update in the next version that should work fine with filezilla server.

Then no idea, sorry. If you can copy the files manually, the the application should in theory do that as well.
