Are those tasks scheduled as weekly backups?

The first progress bar is the current file's progress. For a lot of small files this will show a seamlessly random value (because the interface is not catching up with the real operation). The second progress bar is the "real" one that show's the backup progress.

I would guess a better solution would be restarting the service. No need to re-install (I guess),

Sometimes the port 465 is only used for handshaking. When the connection is done, then the message transfer is done on another port. Just guessing.

Just use

/C "NET USE ....etc"

/C must be included and the rest must be surrounded by quotes

The task IS compressed locally before it's uploaded.

Are you behind a firewall? Connexion is done to port 80.
