The second task is running Incrementally (as shown in the history) but its copying everything.
Are the source the same or is the source of the second task the destination of the first one? If so, perhaps the second source is not on NTFS?

The size of the backup is the size of the source minus the size of the excluded files/folders. Perhaps that is the discrepance?
