Perhaps the incremental backups have nothing to copy and you have disabled the Save empty backups in the options? Just a theory...

Hmm...interesting. Could you try to create 4 new tasks (the same ones, by cloning), and delete the 10 min event and see if it works as intended? I still think this is the problem.

I have now debugged the list and yes, all the tasks are executed, but the first one is holding the rest for 10 minutes (don't know the reason for this pre-backup event)...

21 is the connection port (control port). The min and max port is the data port. An ftp connection uses 2 ports for transfers.
