On terminal server Win2019 user interface switches between me (admin) and other user after 5-6 minutes. How to block it?

Yes, that's a know problem with the terminal environment. I recommend that you don't start the user interface on one of the users so you both don't compete for the same interface all the time. You can start the interface manually any time on the other desktop if needed.
