Command line event not executing

CobianReflector-1.0.0.exe
Command line will not execute the following or any other command I give it with no indication as to why not:
C:\NtUtil\USB_Disk_Eject.exe /REMOVELABEL BACKUP
And the True option , used in Cobian Backup, for execute and wait, is missing
