There have been no changes in the shutdown version since 2.0.5

Teste at this moment and seems OK.

The only other change I can see since upgrade to version 2.3.11 is that the backup no longer runs under user SYSTEM but instead runs under my personal user id, bjsha.

Old version:
2023-05-03 00:30:17 Welcome to Cobian Reflector!
2023-05-03 00:30:17 Program version: 2.3.8
.....
2023-05-03 01:00:11 Starting the copy. The user running the task is: SYSTEM

After upgrade:
2023-05-09 00:30:36 Welcome to Cobian Reflector!
2023-05-09 00:30:36 Program version: 2.3.11
.....
2023-05-09 01:00:12 Starting the copy. The user running the task is: bjsha

However, I wouldn't have expected this to make a difference as I have administrator rights and I can shut down the system successfully from an interactive session.
I have now changed the system power settings to time out after being idle for 1 hour so when I come to the PC the following day I find it powered off but I have only been able to make it sleep and when I power on it just completes the shut down that was still unfinished after the overnight backup. This is still preventing the next night's backup.

If your user is not a member of the Administrator group you have no permission to shutdown the system programmatically.

While I was looking at the system event log to try to understand what was happening I noticed that the system shutdown request (event id 1074) was being issued by Cobian.Reflector.Application.exe where it had previously been issued by Cobian.Reflector.Service.exe. So I realised that I had somehow changed the backup during the upgrade to run as an app instead of a service and this was the reason that the backup was running under my user id instead of SYSTEM user id.
I changed it back to be run as a service on 10/5/23 but the backup task that ran at 01.00 on 11/5/23 still failed to shut down the system.
The only other thing I did after that was to change the system power setting back not to timeout and sleep when idle. So from the backup at 01.00 on 12/5/23 the task has been running successfully and the system has been shutting down each day like it used to.

So all is well now but I don't understand why it stopped working properly or why it is now resolved.

Double-check the backup task settings in Cobian Soft to ensure that the shutdown command is still configured correctly. Verify that the "Shutdown" option is enabled and set to "Forcibly close: Yes" as intended.
