Installing the Cobian Reflector program does not work

Tested on a Litauiskt OS and it working without problem...

Tried installing 2.5.00 again. Process Cobian Reflector PreSetup starts; asks "Do you want let changes" then silently closes without any message.
Instaling fails on two computers with Lithuanian windows 10 pro, but works on English windows server 2019.
