No fault of Cobian but my AV Agent flagged and removed Reflector. I've since whitleisted Cobian Reflector but the damage is done. Now I cannot remove or reinstall it.
Is there a removal tool?

No, but just delete the key HKEY_LOCAL_MACHINE\SOFTWARE\CobianSoft\Cobian Reflector and reinstall the program.
It may give you some errors if there are parts of it running but then you will be able to uninstall it properly.
