Execute and wait can not find a program with a space in the path. Execute and wait can not execute "C:\Program Files\Rakudo\bin\raku.exe" but can execute "C:\Rakudo\bin\raku.exe".
Once I realized what was happening, I had to uninstall Rakudo and reinstall it in the root of c:

The subject lien should say "can't" not "can"
About 1 out of 10 installs of Reflector I can edit Execute and Wait. (They are all upgrades from Backup at some point.)
I do believe the issue here is that the upgrade does not clean up after itself after importing old settings. I had one last week where the target path got randomly mixed up between two different tasks. I had to completely remove Reflect including its directory on the hard drive and reinstall it to correct the issue.

TEsted with "c:\Program Files\Notepad++\notepad++.exe". It was executed without problems.

Perhaps the format changed from 1.0. I'm almost sure.
