I want to share the solutions.
I have a QNAP TS-251+, for FTP it uses QuFTP. Cobian reflector makes a backup from MS Server 2019 to a local disk and ftp. But all Cyrillic characters were bad - only the question mark. This was only viewing the web interface or ssh qnap , if I connect from Filezilla the characters are displayed correctly.
I tried all Cyrillic encodings from Cobian ftp settings, but nothing helped.
And when I asked Google, it told me - try UNICODE (UTF-8), and it solved my problem
