Firstly, thank you for making Cobian backup and freely sharing it.

I have a backup project that uses a symlink or reparse point on windows 10.

The files in the link do not get backed up, which is logged as:
Ignoring the directory ... Reason: the directory is a reparse point..

Why does this happen?

Because you have this settings selected in the Options-Engine tab.
